My favorite Rifter setup is:

The reason I prefer the RL over a nos or a neut is your goal in the Rifter is all gank. It's got crap for cap and even with a NOS your cap is going to run dry in less then a minute, as you've noticed. That means you have to dispatch them ASAP.
You do want a web, not really for other ships, but for drones. Drones, rockets and webs are going to be your worst enemies. Scout drones won't have any problem hitting you at full speed but you're going to need to web them to get full damage on them and they need to be put down quick. Your transversal velocity is your biggest advantage and should negate the need for a TD in most cases. As someone else pointed out, the 7.5Km scram is useless, stick with the 20 or better.
The SAR will help you survive a little longer, especially if you land outside of your guns range. The gyro helps with that gank. You can replace the gyro with an EANM or DC if you want a little more tank instead of gank. DC would be better then EANM but it's going to eat cap as well. I like 200mm b/c it doesn't completely gimp your agility like the 400mm does.
As for tactics, they change with every engagement. If it's a ship with drones, I'd orbit at around 10Km so you can pop their drones without getting webbed. You may need to run your AB at this range to keep your transversal up. After drones are dead or if they don't have any, I liked to orbit at 500. Your speed will throw you out to around 2K, but that's ok. It's very close and you won't maintain a perfect orbit, but it's VERY hard for others to hit you (except other frigs using projectiles of course). With such a weak tank you really need to keep that transversal up. If you get webbed at any point hit the AB, get out of scram range and get away. You're probably not going to win at that point, even if they're packing arty. You have to pick your fights.
Flying minnie ships is very much an "in your face" experience. You have to be willing to get neckdeep in the **** but keep a clear head so that you can get out of it if the situation isn't right.
You can rip apart NPCs in BCs with this setup easily. You could take down a BC in PvP if the other person has really bad skills or isn't experienced. I'd stick with cruisers and below for the most part (watch out for Vexors, Thoraxes and Ruptures though, they'll rip you up quick if you're not careful!). Rocket Kestrels will kill you very quick and any dessie with arty/rails will obliterate you if you don't land within 10Km of them.
The Rifter is really an AWESOME ship to pilot. I really love it. I'm flying mostly a Wolf right now and the skills you pick up flying the Rifter can carry over very well to a Wolf.
